Revised Guidelines for the Binding Tariff Information (BTI) Process Now Released

DG TAXUD has officially announced the release of the updated administrative guidelines for the Binding Tariff Information (BTI) process. This revision marks an important step in improving customs procedures and enhancing transparency for businesses operating within the EU.

Purpose of the New Guidelines:

The updated guidelines aim to:

  • Provide an overview of the BTI process for both customs authorities and traders under the European Binding Tariff Information (EBTI) system.
  • Foster the harmonization of national practices within the EU when it comes to Binding Tariff Information, ensuring consistency across Member States.
  • Offer practical guidance to customs authorities on drafting and issuing BTI decisions, preventing BTI shopping, and resolving conflicting views or appeals related to tariff classifications.

This update is the outcome of close collaboration with EU Member States and reflects the European Commission's ongoing commitment to enhancing the clarity and efficiency of EU customs processes.

Key Update: Introduction of the EBTI Trader Portal

One of the most notable changes in the updated guidelines is the launch of the Electronic Binding Tariff Information (EBTI) Specific Trader Portal. This new portal will streamline the process for traders to apply for and manage their BTI decisions, improving efficiency and accessibility.

Additionally, the European Commission has taken steps to clarify certain legal provisions within the customs legislation. This ensures better transparency and understanding for all parties involved in tariff classification procedures.

Why BTI Matters:

The Binding Tariff Information (BTI) system provides legal certainty for businesses, ensuring that products are classified correctly and consistently throughout the EU. Every year, EU Member States issue around 40,000–45,000 BTI decisions, which help businesses navigate the complexities of tariff classification.

The Online Binding Tariff Information consultation database remains one of the most heavily used resources, with nearly 50 million visits per year. This highlights the critical role of BTI in providing traders with the information they need to ensure compliance with EU customs rules.
